    Let's start off by saying that both options are equally good. BUT, depending on what you are looking for one choice is better than the other. If you are looking for some off-road experience and a fun alternative vehicle then go for the buggy, on the other hand if you need cheap transportation and the amazing feeling of the 2-sheel drive then scooter is the one. DO I NEED A LICENSE TO DRIVE A BUGGY OR A SCOOTER?

Yes.

For a scooter you will need a A1 driving license or an international driving license (it is very easy to issue one. You pay a small fee and they give you your international license). For a buggy you need the same driving license as the one you have to drive a car.
